Budget estimate shows Senate GOP bill is not about ObamaCare repeal

This is in reference to the part of the health care bill that looks to phase out Medicaid expansion in 2021 and restructure funding for the program that would ultimately result in less funding to states for Medicaid.

With a majority of 52 senators, Senate Majority Leader Mitch McConnell can only afford to lose two "yea" votes. It's a bill not about repealing "ObamaCare", but about capping federal health spending and cutting taxes for the richest Americans and corporations. But that's because the bill as presented to CBO abolished Obamacare's individual and employer purchasing mandates without providing any substitute provision to encourage young and healthy people to join or stay in the insurance market.

Doctors, nurses, patients and activists listen to Senate Minority Leader Chuck Schumer, D-N.Y., speak about Senate Republicans' health care bill on Friday at Bellevue Hospital in New York City.

What's more, CBO makes clear that Republicans prioritize cutting $772 billion in federal Medicaid spending, an amount that is almost the same as every dollar spent on Marketplace financial assistance.

It takes the misguided approach of linking premium tax credits to lower value and higher deductible plans while eliminating financial assistance that reduces cost sharing for consumers.

How does this compare to the House bill?

Rep. Jesse Kremer, R-Kewaskum, introduced the bill along with Harsdorf, Assembly Speaker Robin Vos, R-Rochester, and Rep. David Murphy, R-Greenville, in May, saying it would help ensure all speakers can present their ideas on college campuses without protesters shouting them down. That helps insurance companies pay for sicker customers who are more expensive to cover.

The group also is preparing radio and television ads to run ahead of the vote, which could come at the end of this week.

Because of fundamental changes in how the Senate bill would provide support to people, those deductibles are virtually guaranteed to grow. "In 2018, it's going to roll around, and people are going to ask themselves: 'Are my premiums lower?' And they're going to find out". But the number of people who will lose coverage under the Senate is actually a lot worse. But that's fine with many conservatives who think that's exactly what the country needs. A 21-year-old and a 40-year-old earning $56,800 a year.

The governor's office said Pennsylvania would need $3 billion to cover the added costs of the GOP health plan requirement. The federal subsidies would be pegged to plans that only pick up 58% of costs, on average, roughly comparable to an Obamacare bronze plan. Earlier Monday, a conservative Republican senator used unusually harsh terms to accuse party leaders of trying to rush the party's health care bill through the Senate.

The CBO said most of the savings in the Senate bill would come from spending cuts to Medicaid, with federal spending on the government health program for low-income and other vulnerable Americans declining by 26 percent in 2026 compared to current law. The first involves the impact on the budget: BCRA almost triples the deficit reduction estimates for the House bill (from $119 billion to $321 billion), mostly because of a combination of a delay in the repeal of certain Obamacare taxes and reconfigured health-insurance purchasing subsidies. This would reverse years of coverage gains under Obamacare.
