Budget estimate shows Senate GOP bill is not about ObamaCare repeal

This is in reference to the part of the health care bill that looks to phase out Medicaid expansion in 2021 and restructure funding for the program that would ultimately result in less funding to states for Medicaid.

With a majority of 52 senators, Senate Majority Leader Mitch McConnell can only afford to lose two "yea" votes. It's a bill not about repealing "ObamaCare", but about capping federal health spending and cutting taxes for the richest Americans and corporations. But that's because the bill as presented to CBO abolished Obamacare's individual and employer purchasing mandates without providing any substitute provision to encourage young and healthy people to join or stay in the insurance market.

What's more, CBO makes clear that Republicans prioritize cutting $772 billion in federal Medicaid spending, an amount that is almost the same as every dollar spent on Marketplace financial assistance.

It takes the misguided approach of linking premium tax credits to lower value and higher deductible plans while eliminating financial assistance that reduces cost sharing for consumers.

Rep. Jesse Kremer, R-Kewaskum, introduced the bill along with Harsdorf, Assembly Speaker Robin Vos, R-Rochester, and Rep. David Murphy, R-Greenville, in May, saying it would help ensure all speakers can present their ideas on college campuses without protesters shouting them down. That helps insurance companies pay for sicker customers who are more expensive to cover.

The first involves the impact on the budget: BCRA almost triples the deficit reduction estimates for the House bill (from $119 billion to $321 billion), mostly because of a combination of a delay in the repeal of certain Obamacare taxes and reconfigured health-insurance purchasing subsidies. This would reverse years of coverage gains under Obamacare.
