Queen outlines United Kingdom government agenda in scaled-down speech

Signalling the importance of Brexit negotiations with the European Union, which will last until the spring of 2019, the Queen will set out the government's programme for two years, rather than one.

The Queen's hat at the State Opening of Parliament has sparked humorous comparisons to the European flag on Twitter.

Elsewhere, in what was described as a pared-down ceremony (the first state opening with "reduced ceremonial elements" since 1974), the Queen may have signalled other visual protests: arriving in a auto rather than a carriage; omitting the royal procession into the House of Lords chamber and, most notably, wearing a "day dress" rather than robes.

The Times branded May's administration the "stumbling husk of a zombie government" and said she was now "so weak that she can not arbitrate between squabbling cabinet ministers".

The discussion comes at a time when the government is weak following Prime Minister Theresa May's disastrous decision to hold a snap election in which she lost her majority.

Acknowledging that the outcome of this month's snap election fell well short of the emphatic victory she had hoped for, Mrs May said that her minority administration would seek to govern with "humility" to regain voters' trust.

At a time of unprecedented political uncertainty, May is under increasing pressure to secure a deal with Northern Ireland's Democratic Unionist Party (DUP) to prop up her government after almost two weeks of talks.

Queen Elizabeth II was accompanied by Price Charles to the House of Lords after the Duke of Edinburgh was hospitalized with an infection.

Usually the reigning monarch would arrive in a horse drawn carriage.

The fact that the two events were supposed to be so close together, left little time for preparation let alone a much-needed rehearsal.
