But every congressional effort at health care legislation this year has died as Republicans have failed to unite behind various versions of a replacement bill. Senate Majority Leader Mitch McConnell, R-Kentucky, plans a vote to start debating that legislation Tuesday.

While, Boehner stated then that he and Trump enjoyed a longstanding friendship, he was still baffled that the real estate mogul became president.

Mr Boehner's comments are a departure from Donald Trump's rhetoric saying "Obamacare is death".

He continued, "There are a couple of things you learn when you get into politics". He does it every day", the former congressman said, before adding, "Never get into a pissing match with a skunk. "You all know what I mean", he told the room as the audience laughed.

"It may have worked during the campaign".

"I never really saw him as president". Although he did not mention Jordan by name, it was clear Boehner was referring to him.

On Feb. 23, Boehner made a similar prediction during a health care conference in Orlando, Florida.
