Centre urges J&K to implement GST from July 1

The government, apparently in its quest to roll out GST without any further impediments, agreed to a tax rate of 3% on gold under GST, which is lower than the lowest tax slab of 5%, and is closer to the current tax incidence of about 2%.

After two All Party Consultative Group (APCG) meetings failed to break any ice on implementation of Goods and Services Tax (GST) following clear "No" by the opposition, another special session of the state legislature will be convened from July 4 to bring a consensus on the issue.

The opposition parties, including NC and Congress, reiterated on Thursday that the PDP-BJP government was unable to clarify how they would protect state's fiscal autonomy.

Besides Ms. Banerjee, the Congress has chose to keep away from the midnight meeting on GST implementation. He recalled that BJP President assured them of full support but till now nothing positive result has been achieved. But is the J&K government even capable of modifying an amendment of the Indian Constitution?

The Jammu and Kashmir Congress on Thursday said it was not against the implementation of the GST in the state, almost two weeks after terming it as "unacceptable". "Let us understand what their views are", he had said.

The traders have also shown concern over the rollout of the GST in Jammu and Kashmir.

Making a U-turn, the Jammu and Kashmir Congress had said yesterday that it was not against the implementation of the GST in the state, almost two weeks after terming it as "unacceptable".

"The State, once stripped of its power to decide on the imposition of tax - an important component of its sovereignty, shall lose, whatever is left of its autonomy", the group said in a statement.

The former President of Federation Chamber of Industries Kashmir (FCIK), Syed Shakeel Qalandar, said that the GST would also affect the small industries which get tax exemptions and other incentives.

Asked about apprehensions among various sections about the provisions of the new law, he said, "All GST-related decisions, I don't see much of a problem. Congress can not be party to such a tamasha (drama), publicity gimmick.we won't be party to publicity for a mere tax policy", Anand Sharma said.

He said in absence of an alternative trading link, J&K is literally integrated with mainland Indian market. Entire requirements are imported from it and everything produced or manufactured in J&K is exported to the same market. "On the other hand, possibility of an increased tax collection is high". "We can not turn a blind eye to our constitutional and political issues while fighting for Azadi", he maintained. "There is set system of receiving devolutions from centre to the Consolidated Fund but there is no system of a reverse movement and creating this will be a chaos", Drabu said.
