China willing to pay the price for new North Korea sanctions

Reuters cited a "senior official familiar with negotiations between the United States and China" as saying that Tillerson's choice of words "was not an accident or a mistake".

Tillerson says the US has "other means of communication" open to North Korea if the country wants to express to the USA a desire to talk.

The Trump administration has threatened to take military action if North Korea does not abandon its missile tests' however, Secretary of State Rex Tillerson raised the prospect of talks August 7 if Pyongyang halts future tests.

While the North now boasts missiles it says can reach major USA cities, it is not believed to have mastered the ability to cap them with nuclear warheads, but that step may not be far off.

Should those talks occur, they would be the first military-to-military dialogue in three years.

Wang also urged the USA and South Korea "to stop increasing tensions" and said that all sides should return to negotiations.

Chinese Foreign Minister Wang Yi told reporters in the Philippine capital that "China will for sure implement that new resolution 100 percent, fully and strictly". In return for a missile moratorium, Beijing and Moscow say the USA should undertake to end "large-scale" military exercises with South Korea. South Korea is hoping these will ease tensions along the border.
