Uncertainty over the future of the payments has contributed to insurers exiting the healthcare exchanges and proposed premium increases for 2018.

More Americans say it is more important for President Trump and Republicans to now make the Affordable Care Act's insurance marketplaces work better (69%) than to continue plans to repeal and replace the law (29%).

Companies who fear that Mr. Trump would cut off critical reimbursements jacked up their requested rates from 2 percent to 23 percent, Kaiser said.

"We still would have seen premium increases in many of these states even without the political uncertainty", Cynthia Cox, the study's co-author and associate director of the foundation's Program for the Study of Health Reform and Private Insurance, told The Hill.

Most (57%) say Republicans in Congress should work with Democrats to make improvements to the 2010 health law.

About 60 percent of people says that Trump and congressional Republicans are responsible for any problems with the health law. "Republicans running for Senate own these expensive rate hikes, which will impact voters as they prepare to go to the polls next fall".

The study, from the Kaiser Family Foundation, looked at plans offered in 20 different states and in Washington D.C. The rates the study considers are requests and can be adjusted by regulators, but fewer insurers have even agreed to participate in the Obamacare exchanges in 2018. Premium increases in unsubsidized second-lowest cost silver plans in the surveyed cities varied from a 5 percent decrease in Providence, Rhode Island, to a 49 percent increase in Wilmington, Delaware, with most cities experiencing premium increases below 25 percent. At stake is the fate of the exchanges and the 10 million Americans who receive coverage through the exchanges, and in particular the 6.7 million people who purchase individual insurance on or off the exchanges without subsidies.

"Other insurers state that if they do not get clarity by the time rates must be finalized - which is August 16 for the federal marketplace - they may either increase their premiums further or withdraw from the market", the study's authors wrote.

But some insurers are still struggling as Obamacare has failed to win over young and healthy enrollees the companies were counting on.
