United Kingdom tries to counter claims it's unprepared for Brexit talks

Writing for the Daily Telegraph, the remain-backing Finance Minister Philip Hammond and the Eurosceptic Trade Minister Liam Fox said Britain would leave the European Union in March 2019, there would be a short "interim period" to smooth the transition during which Britain would not be party to European Union treaties and after that Britain would become fully independent.

In a joint "Sunday Telegraph" article, UK Chancellor Philip Hammond and worldwide trade minister Liam Fox the two key ministers believed to be on opposing ends of Britain's future outside the EU - also said that the UK will not remain in the customs union during the transitional period.

"We've been crystal clear that issues around our withdrawal and our future partnership are inextricably linked, and the negotiations so far have reinforced that view", a source in Britain's Brexit department told United Kingdom newspapers and news agencies.

A source close to Mr Davis said the papers would highlight the British teams were "on the front foot" in the negotiations. The EU has warned that an already-tight timetable could be delayed ahead of a scheduled March 2019 exit.

In July, EU officials said progress was hard not because Britain had unacceptable demands, but because it had no position at all on many issues. The Brexit department declined to comment on the story.

The documents - setting out proposals for Northern Ireland and the border with Ireland, continuity on the availability of goods and confidentiality, and access to official documents after Brexit - will seek to prove the U.K.is ready for talks to advance to the next stage, he said.

Separate papers would also address "Continuity in the availability of goods for the European Union and the UK" and " Confidentiality and access to official documents", the Brexit department said. The first of these will set out proposals for a new customs agreement, it said.

Prime Minister Theresa May then called a snap election in an attempt to increase her Conservative Party's majority in Parliament and strengthen her negotiating hand.

"We will leave the customs union and be free to negotiate the best trade deals around the world as an independent, open, trading nation", Hammond and Fox wrote in the Sunday Telegraph newspaper.

Foreign Minister Boris Johnson said in a tweet that the article was the "right way forward" and would "create certainty and a great new European relationship".
