CBSE sends notice to Ryan school, says death could have been averted

The Supreme Court today issued notices to the centre and state governments on petition seeking comprehensive guidelines and a monitoring process for safety and security in schools across the country. Ryan School Case news which created huge sensation of death of Pradyuman Thakur, a seven-year old student who has been sexually assaulted.

A circular has been issued by CBSE to schools to ensure that the children are safe in schools.

Additionally, schools were also asked to constitute separate committees for redressal of grievances of the public, staff, parents and students. These exhaustive provisions are required to be strictly followed by every school affiliated with CBSE to ensure complete safety of school children in school. The circular says that the school authorities are exclusively responsible for the safety of the children and that every child deserves to be educated in a safe environment. In case Ryan loses CBSE affiliation, other students will be transferred to other branches to avoid any loss to their academic year.

The women lawyers also suggested some guidelines, including that there should be "no liquor vendors, hawkers, stalls selling tobacco and other such tobacco based product that is pan-masala, cigarettes, gutkas" within one kilometre radius of a school. In addition, the school authorities may immediately take following measures to enhance the security of children in schools.

The death could have been avoided had the school been more cautious, the show-cause notice said.

The CBSE circular said, any violation or lapses with regard to safety and wellbeing of children in school campus will invite appropriate action including the disaffiliation of the school.

A two-member fact finding committee set up by CBSE following the murder of Pradhuman said it appeared from the sequence of events that the School is guilty of gross negligence. On the committee were Y Arun Kumar, deputy commissioner, Kendriya Vidyalaya Sangathan, regional office Agra, and Kailash Chand, principal, Govt Co-ed Senior Secondary School, Preet Vihar.

Also, the boundary wall of the school is breached posing a risk to the children's safety as anyone can enter the school premises.
