Stability and strategy: Why is China so easy on North Korea?

David Wright, a USA physicist who has been learning North Korea's missile programs for many years made it clear that Hwasong-15 has put any areas in the U.S. within the reach of North Korea's nuclear weapons.

"A lot of Chinese-North Korean trading companies have already closed shop", said one Chinese businessman in Shenyang who used to trade North Korean coal until it was sanctioned by the United Nations. "We have never sought war with North Korea, and still today we do not seek it", she said.

Evans noted that, ultimately, for China it was important to secure its strategic interests, and that meant stopping USA influence spreading in the region.

Perched at a main intersection in Shenyang, a hub for North Korean businesses in China, the hotel is North Korea's largest overseas investment, according to Lu Chao, an expert in China-North Korea relations at the Liaoning Academy of Social Sciences, a Chinese government think-tank in Shenyang.

"U.S. State Department spokeswoman Heather Nauert said the United States had called on countries to scale back or cut ties with North Korea as part of an effort to pressure Pyongyang to give up its weapons programs".

Haley's remarks came during a U.N. Security Council meeting that took place just a day after North Korea carried out its third and most powerful ballistic missile launch yet.

In addition, the Yalv River Bridge, which represents China and North Korea's friendship and is the main crossing point between the two countries, was temporarily closed last week. China must show leadership and follow through.

Mr Trump also "emphasised the need for China to use all available levers to convince North Korea to end its provocations and return to the path of denuclearisation".

In sharp contrast, however, comments in China's state media about the latest test and sanctions were more direct, with some even putting the blame for the launch on the United States.

Mr Xi said China would like to keep up communications with the U.S. and all other related parties and "jointly push the nuclear issue toward the direction of peaceful settlement via dialogues and negotiations", according to Xinhua.

An editorial in the China Daily argued that the latest test may have been prompted by the Trump administration's decision to label North Korea a sponsor of state terrorism. "All the CSTO members support the resolution of the UN Security Council".
