Canada welcomes Trump's 'flexible' timetable for NAFTA deal

The most likely scenario of what will happen if negotiations to reset terms for the North American Free Trade Agreement are successful - or not - is that President Donald Trump announces, probably via Twitter, a US withdrawal from the deal.

Speaking with reporters at a cabinet retreat in London, Ont., Ms. Freeland said progress has been made on several fronts and some chapters of the deal are almost final.

Dairy has always been one of the sticking points in Canada-U.S. trade, especially for Ryan's native Wisconsin. "They can pay for it indirectly through Nafta", the newspaper quoted Trump as saying.

"The President of Mexico (Enrique Pena Nieto) has been very clear: Mexico will never pay for this wall", Economy Minister Ildefonso Guajardo wrote on Twitter after a day of meetings in Washington. Authorities said that in considering the mockups - built by six companies from across the United States - they will evaluate a number of characteristics including anti-breaching, anti-climbing and anti-digging capabilities.

The U.S. demand to scrap the Chapter 19 dispute resolution mechanism remains non-negotiable for the Canadian side, but there is the possibility for reform of the Chapter 11 investor-state settlement terms. That is no secret. Ujczo said the lobbying efforts may be convincing Trump that Article 2205 is less of a useful negotiating tactic - and more of a "Pandora's Box", that once opened, can disrupt markets and raise the risk of the deal truly ending, which he said he does not believe Trump actually wants. "So, Canada is prepared for every eventuality, and that is a whole of government preparation". But proponents from the Canadian and Mexican governments and NAFTA-supporting stakeholders in the USA all see this as positive.

"I told the president that it would be a paradox of enormous irony that during this time when we passed the tax bill and we're experiencing economic growth, that we all of a sudden find ourselves in a foreign recession that could dry all that out", Roberts said.

She made her remarks amid signs that Canada and Mexico might be prepared to reverse their steadfast opposition to several USA hard line demands for changes to NAFTA.

The cabinet retreat comes as the Canadian government is launching a wide-ranging court challenge against the United States before the World Trade Organization.

"Our American colleagues ... understand when you stand strong", Trade Minister Francois-Philippe Champagne told reporters. "When people see that you're firm, you get respect".

In a letter past year sent to the governors of NY and Wisconsin, the Canadian ambassador to Washington, David MacNaughton, cited data showing dairy trade between the countries benefits the U.S.by a five-to-one margin.
