European Union willing to discuss cutting trade barriers with US: Merkel

In his letter, Tusk also warned against the US negotiating new trade tariffs on steel and aluminum, saying that the European Union would "stick to its guns" on keeping deals current.

An EU source said after the talks the leaders agreed to start "work to protect European companies negatively affected by the US decision". On trade, all agreed to back the European Commission's insistence that it won't negotiate unless the US grants a permanent exemption from tariffs on steel and aluminum, the official said.

"If the JCPOA is supposed to continue, it was a good start and it has sent an important political message, but this is not the end of the work", Zarif said on his flight back to Tehran, according to state news agency IRNA. "The condition for all talks is to lift all threats and tariffs, without mention of a time limit". "It is absurd to even think that the European Union could be a threat to the US".

"The way to address will give answer to the broader question on how Europe should deal with the Trump administration", a senior European Union official had noted before the meeting.

"Looking at the latest decisions of President Trump some could even think, 'With friends like that, who needs enemies?'"

The European Union's top official launched a stinging attack Wednesday on President, slamming his "capricious assertiveness" and saying the U.S. leader acted more like an enemy than a friend.

European ministers met with Iranian Officials in Brussels on Tuesday in an offer to spare the Iranian atomic accord after Trump chose to haul out.

But with the U.S. saying it had pulled out of the deal because of broader worries about Tehran's actions, the leaders said they would also "address concerns about Iran's role in the region, Iran's ballistic missile programme and what happens after 2025".

In addition to Russia's destabilising policies or China's military and commercial rise, Trump's U.S. has raised another question for the EU.

The EU's proposals are its most assertive yet in dealing with the USA, whose withdrawal from the 2015 agreement threatens to scupper the treaty and has anxious leaders it could put Iran back on a path to developing nuclear weapons.

That came a day after many European newspapers featured dueling photographs on their front pages: the beaming visage of first daughter Ivanka Trump opening the new US Embassy in Jerusalem, and the smoky carnage an hour's drive away in Gaza, where scores of Palestinian protesters were killed by the Israeli military.

The EU's hopes have been complicated by the fact that European companies would also be exposed to United States sanctions imposed on anyone doing business in Iran.

European Commission head Jean-Claude Juncker was due to present options to protect European investment, which could include retaliatory sanctions, allowing the European Investment Bank to invest in Iran, and coordinating euro-denominated credit lines from European governments.

Meanwhile, Iranian President Hassan Rohani said on May 16 that Tehran will not bow to US pressure.
